I check out a site for creating comic strips called Stripcreator. They walk you through how to create you comic strip and it seems easy enough. http://www.stripcreator.com/make.php (Deb Fry)

I also found Bitstrips http://www.bitstrips.com/create/comic/ it seems easy to use and fun to play with. You will need to sign up with the site in order to save your work. (Denise Day)

I found a very cool comic creator called Pixton It has many options of characters and you can change their facial features, poses, clothes - everything! There are a ton of background options and props as well.

I found a comic strip site called Chogger. It looks many of them are stick figure comics but you can insert pictures and insert bubble clouds (Judy Hennig) Chogger
